From Policy to Practice: Lessons from the Field on Making School Behavioral Threat Assessment Work

Drawing on current implementation research and the presenter’s experience as a school psychologist, trainer, consultant, and behavioral threat assessment practitioner, this session explores the realities of implementing BTAM in Kindergarten through Grade 12 (K–12) schools. Participants will explore six interconnected barriers that commonly influence implementation across educational systems, including inconsistent application of evidence-based models, training and knowledge gaps, organizational culture, staffing and resource constraints, equity considerations, and limitations in data infrastructure and community supports.

Rather than focusing solely on procedures and policy, the presentation examines the experiences of the professionals responsible for carrying out threat assessment. Through lessons drawn from both research and practice, participants will consider how professional identity, confidence, multidisciplinary collaboration, and organizational support shape implementation and decision-making. The discussion emphasizes that effective behavioral threat assessment depends not only on sound policy, but also on preparing, supporting, and empowering the people responsible for implementing it.

Case reports of individuals developing acute psychosis through interaction with artificial intelligence (AI) are rapidly accumulating. These accounts have included numerous instances of targeted violence and suicidal behaviors apparently influenced by AI chatbots, corresponding with the presenter's recent experience in threat assessment consultation. Most violence is not due to mental illness or people with mental illness.  Most people with mental illness are never violent.  Nonetheless, threat management professionals need to understand how mental illness and targeted violence can and do intersect and, most importantly, how to investigate and manage cases where there is a potential intersection of violence risk and mental illness.  This presentation will provide an update on the evidence about mental illness and targeted and mass violence, explore the implications and limitations of the available scientific literature, and explore practical applications of these findings for threat management professionals.
